The Florida Sovereign Capital Index™ is a recurring independent research publication measuring long-term structural change in capital allocation, ownership infrastructure and wealth migration across Florida. It is published quarterly by Limitless USA LLC, cryptographically fingerprinted, and permanently anchored to the Bitcoin blockchain. It cannot be revised, back-dated, or quietly amended. Every edition is a fixed point in the historical record.
This Founding Edition establishes the permanent baseline against which all future editions will be measured. It does not predict markets. It measures how ownership itself evolves — who holds capital, how it moves, how fast it settles, and through which infrastructure. The Q2 2026 readings below are drawn exclusively from primary institutional sources: the IRS Statistics of Income migration series, Florida Realtors Research Department, the National Association of REALTORS®, and MIAMI REALTORS®. The first quarter-over-quarter comparison arrives in Edition #2 (Q4 2026), measured against this baseline.
The founding thesis is simple: Florida is no longer merely a destination for capital. It is becoming the venue where the next infrastructure of ownership will be built, tested, and settled. This Index exists to document that transition — quarter by quarter, permanently, on-chain.
Markets measure prices. Governments measure economies. Banks measure capital. Relatively few institutions attempt to measure how ownership itself evolves — how it is established, transferred, protected, and verified. I have watched four decades of technology cycles from inside the world’s largest advertising holding companies — IPG, WPP, Omnicom, Publicis — and one pattern never broke: the technologies kept changing; the underlying questions did not. This Index exists to measure the evolution of the answers.
Four principles govern every edition. Measure structural change rather than market noise. Prioritise evidence over opinion. Publish transparently, with every source named and independently checkable. Preserve every edition permanently through Bitcoin anchoring, so the record can never be rewritten — not even by me.
I. Wealth Migration. Long-term movement of taxable income and high-net-worth households into Florida, measured through IRS Statistics of Income migration data — the most authoritative record of capital relocation in existence.
II. Institutional Capital Flows. Investment firm, family office, and financial-services migration; the growth of the $1M+ asset tier; and the consolidation of West Palm Beach and Miami as the “Wall Street of the South.”
III. Transaction & Liquidity Signals. Settlement efficiency, cash-purchase share, inventory velocity, and closed-sales volume — the observable pulse of how fast capital converts into owned assets.
IV. Ownership Infrastructure. The share of transactions moving through programmable, verifiable settlement rails — identity, title, escrow, and transfer executed by code rather than intermediaries. Today that share is effectively zero. This pillar measures the most important number of the decade.

Three signals dominate the founding baseline. First, the capital is already here and still arriving: $137 billion in net income absorbed in five years, with the highest-earning inbound movers in America, is not a trend — it is a structural repricing of where wealth domiciles. Second, the cash share tells you what capital thinks of the current infrastructure: when 52.9% of a county’s transactions bypass financing entirely, capital is not rejecting property — it is rejecting friction. Third, and most important: 100% of this capital still settles through legacy rails — 30-to-90-day closings, layered intermediaries, analog title, manual escrow. Sophisticated capital increasingly evaluates not just the assets it buys, but the systems through which ownership operates. The gap between the capital arriving and the infrastructure receiving it is the single largest measurable opportunity in the American economy.
